What Is Public Health? Definition, Scope and Why It Matters

In short: Public health is the science and art of preventing disease, prolonging life and promoting health through the organised efforts of society. It protects whole populations rather than treating one patient at a time.

The classic definition

In 1920 the American bacteriologist Charles-Edward A. Winslow defined public health as "the science and art of preventing disease, prolonging life and promoting health through the organised efforts and informed choices of society." A century later this definition is still the most widely quoted. Its key idea is that health is shaped by collective action — clean water, safe food, vaccination, laws and education — not only by individual medical care.

Public health vs. clinical medicine

A clinician asks, "What is wrong with this patient?" A public health professional asks, "Why are so many people in this community getting sick, and how do we stop it?" Clinical medicine diagnoses and treats individuals. Public health studies patterns in populations, identifies causes and risk factors, and designs programmes, policies and services that prevent illness before it happens.

What public health covers

The field includes epidemiology, biostatistics, environmental health, health promotion, nutrition, maternal and child health, occupational health, health policy and management, and global health. In Nepal it covers everything from Female Community Health Volunteers distributing vitamin A to national immunisation campaigns and outbreak response for dengue and cholera.

Why it matters

Most of the gain in human life expectancy over the past 150 years came from public health measures — sanitation, vaccines, safer childbirth, better nutrition and tobacco control — rather than from hospital care alone. Investing in prevention is usually far cheaper than treating disease after it develops.
